How about if you kill a player with a positive security rating in 0.0 you get a security hit. If you kill a baddie with a negative rating you get a security boost. If your in an alliance war with the victim it doesn't matter. If someone is in your claimed alliance space (that isn't appart of the alliance) it doesn't matter. All that data should be avaliable, right now most of it gets spat out in the kill mail.

Piracy isn't dead.
Pirate: One who preys on others; a plunderer.
If you can't be an effective pirate by yourself in 0.0 then band together with other pirates. Don't whine because your chosen career path isn't a walk in the park. It's like you guys don't expect to have to work for anything. Miners sit in asteroid belts for hours on end. Traders spend hours moving cargo around in an effort to make isk. Producers spend days flying around trying to find lab slots/factory slots. Pirates sit on forums for days complaining that they can't simply gank the miner that spent 2 weeks mining Mega. Seems right to me. |

How about allowing pirates to bribe concord so they can enter Empire. The more isk involved in the bribe the longer they can stay (of course with a set limit) If the good citizens of Empire want to take the law into their own hands they should be allowed to without concord attacking them.
The idea about not decreasing the number of sentries in 0.4-0.1 but making them less likely to hit hard do to shoddy maintanence is a good one. This is something that should dynamically change. One week the sentries in Assah are hitting full the next they miss 25% of the time. This would keep the pirates and travellers on their toes.
